全球暖化與氣候變遷議題，伴隨著科技文明興起、生態環境改變、極端氣候加劇，已是全世界不得不面對的現象，對人類的生存環境造成嚴重衝擊。世界氣象組織（World Meteorological Organization，簡稱WMO）與世界衛生組織（World Health Organization，簡稱WHO）在2012年召開特別大會時，共同發表「圖解健康與氣候（Atlas of Health and Climate）」指出，如果我們為因應全球暖化與氣候變遷的問題，各國政府需建立有助於預測疾病與照顧弱勢及高齡族群的服務；2014年聯合國氣候高峰會議結論提到，未來希望能夠透過全球各方面的共同協助與合作，以減緩氣候變遷可能帶來的影響與衝擊，WHO亦將氣候變遷對健康的影響列為首要課題之一；WHO與WMO後續於2015年共同推出「熱浪與健康預警系統指引（Heatwaves and Health: Guidance on Warning-System Development）」，持續的結合氣候相關的議題與資訊，提供更多的健康服務。
