國道1號貫穿臺中各大精華區，其中又以大雅、台中及南屯交流道最易發生壅塞，除聯絡臺中市境內重要工商業區域，導致短途旅次流量大，而造成交流道及鄰近道路不論平日通勤與假日旅遊返鄉之重現性壅塞外，更重要的是國道1號與台74快速道路之間並無直接銜接之聯絡道，導致高快速公路互轉之車流須穿越大雅、臺中或南屯交流道，例如台74北屯交流道透過中清路與大雅交流道銜接，惟其距離過近、尖峰時段車流量過大、號誌停等車流相互干擾，經常由高快速公路匝道回堵至地方道路。為改善國道1號與台74線匝道與平面聯絡道之壅塞狀況，臺中市於106年度起，透過導入區域號誌管理與控制系統，分別在大雅、台中及南屯交流道，執行區域協控計畫，藉由以交通運輸模型為基礎之智慧號控管理決策支援系統，配合交通工程方案，使得交流道周邊區域的交通獲得改善。總計於20組路口執行動態號誌控制，約使得交流道周邊區域的總旅行時間減少最多達40%，路口停等延滯減少最多達15%。
