工程師是基礎設施（Infrastructure）的催生者，不但在規劃、設計階段著力，營運階段功能的確保的角色亦不可或缺。關鍵基礎設施（Critical Infrastructure, CI）肩負社會服務、國家永續運作的命脈，關係民眾生活至巨，其重要性自不待言。而如何確保其功能正常，責任直指管理（擁有）者，擔負此任務，極嚴峻與挑戰性，同時也是當前大眾生活所關切的重心。從美國911事件、卡翠娜等颶災及世界各地陸續發生重大事件之後，基礎設施安全突變為矚目的議題。其受威脅、來源、因應、善後，皆為關心的對象。而防護有無完善？如何進行？相關人員需要具備那些素養？如何養成？這些議題不但激起一些漣漪，加上重大事件不斷，漣漪已蔚為洶湧波浪，難以迴避。國際上，尤其是美國，歷經數件重大事件之後，既有的國土安全，再度被關注，而其中涉及關鍵基礎設施防護（Critical Infrastructure Protection, CIP）更是重心，且非僅政府部門，私人企業亦不例外。本文介紹探索一些CIP專業素養推動的範疇、方向，供各界參考，尤其是以專業技術服務為基本的工程師與機構。
