工程師是基礎設施(Infrastructure)的催生者,不但在規劃、設計階段著力,營運階段功能的確保的角色亦不可或缺。關鍵基礎設施(Critical Infrastructure, CI)肩負社會服務、國家永續運作的命脈,關係民眾生活至巨,其重要性自不待言。而如何確保其功能正常,責任直指管理(擁有)者,擔負此任務,極嚴峻與挑戰性,同時也是當前大眾生活所關切的重心。從美國911事件、卡翠娜等颶災及世界各地陸續發生重大事件之後,基礎設施安全突變為矚目的議題。其受威脅、來源、因應、善後,皆為關心的對象。而防護有無完善?如何進行?相關人員需要具備那些素養?如何養成?這些議題不但激起一些漣漪,加上重大事件不斷,漣漪已蔚為洶湧波浪,難以迴避。國際上,尤其是美國,歷經數件重大事件之後,既有的國土安全,再度被關注,而其中涉及關鍵基礎設施防護(Critical Infrastructure Protection, CIP)更是重心,且非僅政府部門,私人企業亦不例外。本文介紹探索一些CIP專業素養推動的範疇、方向,供各界參考,尤其是以專業技術服務為基本的工程師與機構。
