關鍵基礎設施(Critical Infrastructure, CI)肩負社會服務、國家永續運作的命脈任務,關係民眾生活至巨,如何維護其服務正常,各界關心,更是工程師基本使命。工程師不但在其規劃、設計階段著力,營運階段功能的確保的角色亦不可或缺,扮演基礎設施全生命週期的保母角色,故如何預防、因應與善後各種威脅風險等各種整備工作,值得關心、探索與究竟。國際上,尤其是美國,歷經數件重大事件之後,既有的國土安全議題,再度被關注,其中涉及關鍵基礎設施防護(Critical Infrastructure Protection, CIP)議題更是重心,而工程師原本著重的任務焦點範疇也隨之拓展,深入到全生命週期的防護整備工作。本文繼續探索工程師與關鍵基礎設施防護關係,就防護整備工作做進一步介紹,供各界參考,尤其是以專業技術服務為基本的工程師與機構,並期不吝指正。
