近年來海洋產業逐漸轉型為六級產業,未來勢必受到國土計畫法中國土保育相關政策影響,因此應積極進行相關研究,以作為將來政策研擬參考。具體而言,本研究建議政策上應鼓勵國內相關學者透過應用遙測影像技術於臺灣各地方海岸地帶針對各地區土地變遷及利用之研究,以六級海洋產業不同年份衛星遙測資料,以監督式分類技術及ERDAS軟體進行衛星影像土地分類,探討土地變遷及六級海洋產業中內外部環境利用情形。且以地理資訊系統透過土地環境資料利用確認其分類準確度,並嘗試以六級產業不同分區資料點位與土地變遷資訊進行套疊繪製,藉以探索各地區六級海洋產業之內外部環境利用及土地變遷之情形,藉此研析兩者之間的結構關聯性,俾以能適時的研擬相關分區管理策略,可作為政府在研擬國土計畫影響之下的臺灣六級海洋產業開發上合理之依據。

英文摘要

In recent years, it has gradually transformed into a six-tier industry, and the future will inevitably be affected by the relevant policies of Taiwan's land conservation in the National Land Use Planning Act. Therefore, relevant research should be actively carried out as a reference for future policy research. Specifically, this research policy should encourage relevant domestic scholars to use telemetry imaging technology to study land changes and utilization in various regions of Taiwan through the application of remote sensing imaging technology, using satellite telemetry data for different years of the six-level marine industry, and supervising classification technology And ERDAS software to carry out satellite image land classification to discuss land changes and the use of internal and external environments in the six-level marine industry. Moreover, the geographic information system is used to confirm the classification accuracy through the use of land environment data, and an attempt is made to overlay and plot the data points of the different regions of the six-level industry with the land change information, so as to explore the internal and external environmental utilization and the use of the six-level marine industry in each region. The situation of land changes can be used to study and analyze the structural correlation between the two, so that the relevant zoning management strategies can be formulated in a timely manner, which can be used as the government to study the development of Taiwan's sixth-level marine industry under the influence of the national land plan.
