聯合國永續發展目標(SDGs)中的第13項目標強調氣候行動,而第14項目標則著重於海洋生態保護與生態系統服務觀念。為實現這兩個目標,本研究需要關注海洋休憩生態工程,特別是水環境營造,以確保可持續的海洋環境和生態系統。本研究旨在探討SDG13及SDG14觀念下的海洋觀光區域水環境營造生態檢核的研究,個案研究案例位於新竹新月沙灣,評估沙灘潮間帶區域的海洋觀光區域水環境營造對生態系統的影響,透過現場監測和數據分析,並基於SDG13及SDG14觀念下提出生態檢核的意見,研究重點放在大型底棲生物作為生態健康的指標,評估沿岸水環境工程對生態系統的影響。研究結果發現,在水環境工程完成後,大型底棲生物的多樣性及豐度均有明顯的提升。生態檢核建議,建議設計規劃單位在海洋觀光區域進行水環境營造時,應以SDG13及SDG14的永續發展目標為指標,以減碳工法為主,盡量使用當地材料及國產林與相關國產材料,施工廠商並要求計算每項工程減碳的比例,並且考量生態系統服務觀念避免過度幹擾生物棲息與繁殖季施工等,以兼顧環境保護及經濟發展。

英文摘要

The United Nations Sustainable Development Goals (SDGs) emphasize climate action in Goal 13 and focus on marine ecological protection and the concept of ecosystem services in Goal 14. To achieve these objectives, this study focuses on marine recreational ecological engineering, particularly water environment construction, to ensure sustainable marine environments and ecosystems. This research aims to explore the ecological assessment of water environment construction in marine tourism areas under the concepts of SDG13 and SDG14. The case study is located in Xinchu Xinyue Bay, assessing the impact of water environment construction in the beach intertidal zone on the ecosystem. Through on-site monitoring and data analysis, and based on the concepts of SDG13 and SDG14, the study provides suggestions for ecological assessment. The focus is on large benthic organisms as indicators of ecological health, evaluating the impact of coastal water environment engineering on the ecosystem. The results show a significant increase in the diversity and abundance of large benthic organisms following the completion of water environment engineering. The ecological assessment recommends that design and planning units in marine tourism areas should use the sustainable development goals of SDG13 and SDG14 as indicators, prioritize carbon reduction methods, utilize local materials and domestic forestry and related domestic materials, require contractors to calculate the carbon reduction percentage of each project, and consider the concept of ecosystem services to avoid excessive disturbance to biological habitats and breeding seasons during construction, thereby balancing environmental protection and economic development.
