海洋教育之目的為涵養全民知海、親海與愛海的通識素養,啟發國民對永續海洋議題的重視,從而尊重海洋、守護海洋。現行海洋教育的推動,除學校在國民教育中培養學生的海洋知能與海洋素養外,更應用各項傳播資訊媒體,與非制式海洋教育機構來推動海洋教育活動。尤於當前面臨全球海洋環境的巨變,更應落實海洋教育,提升海洋素養,以培養國民之海洋公民精神,使海洋環境得到改善,同時達到永續海洋的目標。
