臺灣發展自主低軌AIS衛星趨勢探討

鑑於船舶自動識別系統(Automatic Identification System,簡稱AIS)逐漸普及,其商業規模與各項船舶數據應用之商業價值與日俱增,惟一旦船舶遠離AIS岸台訊號接受範圍,超過通訊距離(20~40海浬)時,意謂著失去船舶資訊之掌控,因此,全球致力於低軌道AIS衛星發展,並於軌道中運行形成衛星網絡,解決通訊距離受限之問題。星鏈優勢相較於AIS地面接收站,能提高更廣泛之覆蓋率,從而消除對AIS地面接收站依賴,至2021年為止,總計已超過300顆餘衛星,本文藉由探討臺灣發展AIS衛星之背景條件,盤點全球AIS衛星發展、商業規模與近10年臺灣發展現況,瞭解臺灣近幾年太空產業訂定相關法規已逐漸完善、產業鏈能量充足,晶片供應能支持需求、不論是設備檢修、維運服務與關鍵零組件製造測試,皆使臺灣發展自主低軌AIS衛星具備發展性及潛力。
