為了解「缺工就業獎勵措施」的執行成效,本研究藉由勞保資料庫已領取獎勵補助的勞工資料進行分析,並透過問卷調查的初級資料進行探討。研究結果發現,雖然獎勵措施使臺灣3K3班特性的製造業缺工人數出現下降趨勢,有助於舒緩國內部分的缺工問題,但此現象僅止於短期情況,且獎勵措施也無法影響企業減少聘用外勞的決策選擇。 |
英文摘要 |
To examine the effectiveness of the regulations of implementation in employment allowance of lack of workers, this paper used the data of labor insurance information and a questionnaire feedback survey. Our results show that the economic incentives can decline the number of unemployed workers and help to ease the shortage of workers in part, but it was just only a short-term phenomenon. At the same time, it does not affect the decision-making of employing foreign workers. |
