Connecting and Disconnecting Local and National Voices: A Case Study on the Su Hwa Express Way in the National and Local Press Coverage

本研究以全國報和花蓮地方報有關蘇花高速公路報導為例，嘗試探索地方新聞與全國新聞的角色關聯，以及花蓮地方意涵之型塑。本文並深度訪談花蓮地方記者，企圖瞭解記者的地方新聞採寫經驗與地方議題設定過程。本研究主要發現如下：(1)菁英消息來源遍及全國報與地方報。(2)全國報從全國看地方；全國版佈局議題，試圖接合地方與全國的聲音(3)地方報悲情對抗中央新政策，是社區自我定位與集體療傷的社會結構之一。(4)蘇花高速公路相關報導型塑不同的花蓮地方意涵。

The aim of the present study is to examine press coverage of the Su Hwa Express Way based on local and national newspapers by means of content analysis. Local news roles, news selection factors, and agenda setting were identified using interviews with local reporters. The main results are as follows: (l) Both national and local newspapers depended on elite sources. (2) The national presss'agenda setting tried to connect local and national voices. (3) The local press, resisting against the national policy, played an important role in constructing local identity and comforting local people. (4) The coverage of the Su Hwa Express Way shaped different meanings of Hwalien.
