收入相对较高、政策信息充分的乡村体制内“精英阶层”在城乡居保制度中多数选择象征性的低档次缴费参保策略，根源在于其对“城乡居保”制度的不信任、不依赖心态。本文研究显示：（1）影响样本“城乡居保”缴费策略选择的制度信任因素包括“制度模式”信任、“财务机制”信任和“工作网络”信任三个维度。（2）样本对制度“工作网络”失信概率、参保的成本收益和自身“相对易损性”的判断，构成了样本在“城乡居保”制度中的信任逻辑。（3）“工作网络”信任是“城乡居保”制度三大维度信任的核心，其显著影响样本对“制度模式”（β=0.64）和“财务机制”（β=-0.12）的信任，信任的下降可能会加剧制度的低效性。

Because of the distrust of endowment insurance for urban and rural residents, the majority of elite class in the rural system, who own relatively high income and enough policy information, tend to select symbolic low grade insurance participation and payment strategy. The research on the sample survey of eighteen villages in three provinces shows as following. Firstly, institutional trust factors include three dimensions, ＂system mode＂ trust、 ＂financial mechanism＂ trust and ＂network＂ trust, which influence sample insurance participation and payment strategy towards ＂endowment insurance for urban and rural residents＂. Secondly, the probability of breaking faith of ＂network＂ trust、 insurance participation cost-benefit and self-relative vulnerability, on the judgement to which constitute trust logic of ＂endowment insurance for urban and rural residents＂ system. Thirdly, ＂network＂ trust is the core of the three trust dimensions of ＂endowment insurance for urban and rural residents＂. It significantly affects sample trust to ＂system mode＂ trust (β=0.64) and ＂financial mechanism＂ trust (β=-0.12). The decrease of trust probably exacerbates the low efficiency of the system.
