兒童的齲齒預防是一項重要的公共衛生目標。在眾多預防蛀牙的做法中，讓兒童「每天刷兩次含氟1,000ppm的含氟牙膏」是一個實證醫學證明有效的做法，且只要家長監控孩童所使用牙膏的量，就能避免氟斑齒的產生，是一項很適合推廣的衛生教育計畫。蘇格蘭已經實行讓幼稚園兒童在校期間每天刷兩次含氟1,000ppm的含氟牙膏的計畫（Childsmile program），齲齒預防的效果成果顯著，因此可提供臺灣做為借鏡。
