It is very common that art museum offers programs for K-12 teachers' professional development. This evaluation case study investigated the effectiveness of the VAST (Visual Arts as Sources for Teaching) Program at the Philadelphia Museum of Art (PMA) in terms of meeting the program participants' expectations and needs. This study is a summative evaluation case study and used both qualitative and quantitative methods. The main research question is: How can an art museum provide an effective teacher program for K-12 teachers and meet their needs and expectations? After analyzing different types of data, this study presents program participants' expectations and needs through two different perspectives: institutional (including program instructor's perspectives) and program participant's perspectives. Based on the research findings, this study lists recommendations on content and pedagogy of teacher programming to the art museum.
