本文討論新自由主義（Neoliberalism）對英國博物館發展的影響，對於英國博物館在1980 年代以來的變化，提出一個巨觀的解釋，並補充中文文獻中有關英國博物館的討論。本文主張，1979 年以來由柴契爾保守黨（The Conservative Party）政府開啟，接著由工黨（The LabourParty）（1997-2010 年）承繼的新自由主義，是造成英國博物館轉變的根本原因。新自由主義原本是經濟活動的一個「主義」，影響力擴及整個政府與社會；它的推行不僅改變了英國政府本身，也迫使在財務來源上仰賴政府的博物館發生結構與營運上的根本轉變，博物館的生態因此全盤改變──朝著企業化經營、講求績效與效率、多重政策目標的方向發展。本文主張，英國政府從福利國家轉向新自由主義國家的治理型態，是政府治理在意識型態轉變的本質，進而使得博物館發生質變。這樣的轉變反映在博物館，可從政府與博物館兩者關係的結構面、政策面以及它所影響的補助和經費的轉變進行討論。同時，本文認為工黨承繼保守黨的做法，繼續以新自由主義的意識型態治理國家，不同的地方在於更加深化新自由主義在實務面向的操作，並且更加地將博物館作為政策工具。

The aim of this paper is to investigate how Neoliberalism has influenced museum development in Britain. First, the spread of influence of Neoliberalism from an economic project to the government and society is discussed. The resulting changes in the governmentand- museum relationship are reflected in the changes in museum structure, museum management, and funding allocation to museums. This author argues that the government's ideological change from welfare state to Neoliberal state is the key to changes in museums in Britain. This transformation to Neoliberal state has reshaped and redefined the relationship between the government and museums, opening up a whole new area of research in museum studies.
