自1995年教育部正式全面編纂原住民族語言教材迄今已十九年,期間行政院原住民族委員會於1996年成立,也積極推動了諸多族語復振相關政策,希冀保存及推廣這些瀕危原住民族語。本文將就政府部門已執行、正在執行、或即將執行之一些重要族語復振相關政策作一回顧,特別針對族語教材之編輯、族語師資之培訓、族語教學之推動、族語能力認證考試、族語詞典之編輯、族語研究及推動中心之設置等面向作一剖析,並對每一面向提出一些個人淺見供參。期待本文之撰寫能協助宣導政府部門在族語復振工作上所訂之相關政策及努力,鼓勵族人珍惜本身之族語,進而協助強化這些瀕危族語復振工作之成效。 |
英文摘要 |
It has been approximately 19 years since the official compilation of Taiwan indigenous language textbooks by the Ministry of Education in 1995. During these years, the Council of Indigenous Peoples, Executive Yuan, was founded in 1996, and then actively utilized some strategies in order to preserve and promote the indigenous languages on the island, which are all considered as languages facing extinction. This paper will begin with a review of some important governmental strategies used in the past, at present and in the near future, focusing on compilation of indigenous language textbooks, training of indigenous language teachers, teaching of indigenous languages, indigenous language proficiency tests, compilation of indigenous language dictionaries, and the establishment of a research and development center for indigenous languages. It is hoped that this paper will help present the governmental efforts in preserving and promoting indigenous languages, encourage indigenous peoples to value their own languages, and enhance the revitalization of these endangered languages. |
