政府為了改善都市環境、促進居住安全及居住品質、提升整體國際形象乃致力推動都市更新政策。都市老化問題是全球都市共同面臨的現象。依2018年內政部統計顯示,臺灣30年以上的老屋已經超過410萬戶;新北市高達77萬戶,占比為18%;臺北市有69萬戶,占比為16.2%。然而,目前都市更新辦理的進度卻是緩慢停滯。從2006~2018年通過核定的都市更新案僅449案,每年約35案,僅約2000戶。雖然政府極力推動都市更新政策,但受限於政策隱含致使無法落實及推動。此外過度強調居住正義的聲浪高漲、審查過程冗長、各項配套措施無法落實等因素,造成都市更新執行更加困難。尤其採「協議合建方式」辦理都市更新,更是窒礙難行。因此本文進行探討都市更新應用協議合建方式之主要挑戰,透過評估決策系統模型與專家決策群體所給予的評價值及回饋,發現關鍵因素,並提出未來都市更新發展策略的建議,以加速臺灣都市更新推動之質量。本研究成果除了可供相關都市環境設計系統建置與技術研發的參考之外,亦提供一個可操作與可評比性之評估決策系統模型。透過評估決策系統模型於未來都市更新應用,將可進行先期技術規劃之評估預測,進一步促使臺灣朝永續環境發展目標邁進。

英文摘要

The problem of urban aging is a common phenomenon faced by the global cities. The old houses more than 30 years are exceed 4.3 million in Taiwan. If it doesn't accelerate urban renewal and reconstruction, it will reach 6.4 million in ten years. However, the current progress of urban renewal is slowly stagnating. According to research data statistics, from 2006 to 2018, the approved urban renewal was only 449 cases, approximately 35 cases per year, only nearly 2,000 households. Although the government strongly promotes the urban renewal policy, it is limited by the policy implied that it can’t be implemented and promoted. In addition, excessive emphasis on the sound of living justice, the lengthy review process, and the inability to implement various supporting measures have made urban renewal more difficult. In particular, urban renewal adopt the "Agreement Co-Construction approaches". Consequently, this study proceeds to explore the main factors that affect urban renewal for agreement co-construction approaches. Through the evaluation decision-making system model and expert decision-making groups giving fuzzy evaluation values and feedback, access the relative importance of each factors by using Fuzzy Delphi method. The study found the critical factor and propose strategies for urban renewal development in the future to improve the quality and quantity of urban renewal and competitiveness of sustainable development. This research, in addition to providing references to relevant urban environmental design systems for deployment and technological R&D, it also provides developing and underdeveloped countries access to applications of urban renewal technology assessment and forecasts for the future.
