族群代表性視角下的新加坡集選區制度

學界對於新加坡集選區制度是否能夠真正確保少數族群的代表性仍莫衷一是，而執政黨與反對黨更是看法分歧。本研究以文獻分析法，以及敘述性統計分析，對新加坡集選區制度保障少數族群的功能進行檢驗，並試圖釐清各界對於此制度的爭論。研究結果顯示，新加坡人民行動黨在1988年正式實行集選區制度，從全國華人與非華人比例、少數族群在國會的席次比例、選舉制度的選擇、非華人內閣閣員比例、種族衝突時機、族群投票等角度分析，似乎都無法支持該制度能保障或提升少數族群在國會和政府中代表性，以及促進族群和諧的功能。既無法充分顯現促進學者提出的描述性代表或存在政治的象徵意義，在促進實質性代表及理念政治的功能上更是令人懷疑。也因為此制度保障少數族群政治地位的功能如此不彰，導致認為此制度推動的主要原因「係對於80年代反對黨突破人民行動黨在國會席次的壟斷地位，所做制度化因應措施」、「以保障少數族群之名，行鞏固政權之實」的批評，始終無法消除。

This study examines the function of Singapore Group Representation Constituency(GRC), which guarantees minority representation by means of literature analysis and narrative statistical analysis. The Singapore People's Action Party formally implemented GRC in 1988, but the results show that it is seemingly unable to support the system which was originally designed to guarantee or enhance the representation of minorities in Congress and in the government, as well as the promotion of ethnic harmony. As a result, the criticism that the People's Action Party implemented GRC to suppress the opponents has always been unable to be eliminated.
