The government has been promoting the local cultural center program since 2002, and local cultural centers have blossomed everywhere in Taiwan, presenting the multicultural characteristics of all villages and towns. For sustainable development of all local cultural centers, the operation and management mechanism must be changed with the times so as to play their social functions. This paper explores operation, management and social functions of A-Guo Local Cultural Center, the first private local cultural center in Pingtung City, and studies A-Guo Local Cultural Center from three perspectives of operation, cultural marketing and cultural life circle. In 2004, based on the promotion of integrated community development, Xiao family in Pingtung City applied to the Ministry of Culture for establishing "A-Guo Local Cultural Center", continued the concept of community development and started the social responsibilities of local cultural centers, connected with neighboring communities to shape the cultural life circle, promoted cultural assets maintenance and held various arts and cultural activities. This study adopted the qualitative study method and depth interview, supplemented by field observation, to collect materials of A-Guo Local Cultural Center, so as to explore the operation status and social functions of A-Guo Local Cultural Center. The results of this study show that, A-Guo Local Cultural Center has been established for over 15 years and accumulated rich operational experience, which is worthy to provide reference for other cultural centers; A-Guo Local Cultural Center also changes with the times and makes use of digital technology to market its features, connect the cultural life circle of Pingtung, develop region studies, stimulate local cultural exchanges and fully show its social functions.
