當前許多日益複雜且棘手的公共事務問題，就是如何在相互矛盾的價值之間做合理的選擇。本論文強調公共行政的核心任務就是：在諸多價值衝突的困境中，為公務人員及公民大眾鋪陳出一個相互理解的過程，讓他們瞭解及欣賞有不同觀點的存在。這有點類似藝術鑑賞的過程，讓公共議題的參與者瞭解到，不同的價值鑑賞系統會從不同角度來檢視問題成因，並會堅持某些規範原則。本論文嘗試從Mary Douglas的文化理論觀點，解釋何以不同行政風格會形成獨特的鑑賞系統，從而對同一議題形成不同的事實判斷與價值判斷。當我們對這些不同行政風格有多一點瞭解，就越能正面地看待多元價值衝突的困境，促進更多政策學習和變遷的機會。

Many of complex and wicked public affairs issues are how to make reasonable choices between contradictory values. This paper emphasizes that the core task of public administration is: to pave the way for public servants and citizens to understand each other in the dilemma of multiple value conflicts, so that they can understand and appreciate the existence of different viewpoints. This is somewhat similar to the process of art appreciation, allowing participants in public issues to understand that different value appreciative systems will explore the causes of problems from different angles and adhere to different normative principles. This paper tries to explain, from Mary Douglas' cultural theory perspective, why different administrative styles can form an unique appreciative system, thus forming different factual judgments and value judgments. When we have a better understanding of these different administrative styles, the more we can look at the dilemma of multiple value conflicts positively, and promote more opportunities for policy learning and change.
