歐洲性產業的發展隨著國情不同有一定開放的趨勢，但從事或投入性工作的女性或兒童人口卻是透由違反人權的買賣方式而猶如貨品般於國境間流通。揆諸歐洲性犯罪擴張的特性，包含流動性高、透由網路引誘、法令的不同，或社會階層低下及經濟貧困使然，本文分別從北歐、西歐、中歐、巴爾幹半島及東地中海、西地中海、東歐及高加索諸國分析歐洲女性、兒童人口販運從事性工作之特色，並檢討預防、控制犯罪及證人保護之立法，增進來源國、轉運國、目的地國家間之犯罪預防鏈結，及提升併促進東歐國家及第三世界國家的社會福利及經濟發展，以防制女性或兒童被迫從事性工作及其受到性剝削販運非法活動的解決之道。

The development of European sex industry tends to be somewhat liberalized with different national conditions. However, women and children engaged in sex work pass through the sale and purchase of human rights abuses and are like commodities flowing across borders. The characteristics of sexual crimes in Europe include high liquidity, Internet seduction, statutory differences, or social strata and economic poverty. This paper analyzes the sexual traffickedness of female and child trafficking in human beings from North Europe, Western Europe, Central Europe, the Balkans and the Eastern Mediterranean, the Western Mediterranean, Eastern Europe and the Caucasus, respectively, and reviews the legislation on prevention, control of crime and witness protection. This article specifically proposes to increase the links between crime prevention in countries of origin, transit countries and destination countries and to enhance social welfare and economic development in Eastern European and Third World countries so a s to prevent women or children from being forced into sex work and their sexual exploitation Solution.
