從跨國工程顧問交流看戰後高雄港擴建計畫與港灣知識變遷

本文試圖從過往較多從官僚與經濟政策視角分析二戰後高雄港的擴建脈絡，轉向以工程師的視角，重新審視在跨國知識交流的背景下，高雄港擴建計畫的出現、重大建設的相關設計，以及各種不同的規劃藍圖是如何被討論與定案，據以提出一不同以往觀看高雄港戰後發展歷史的視角，並具體就兩個研究問題進行分析。本文論述，在擴建計畫的規劃階段，美國透過懷特公司所聘用的顧問在港區調查、工程設計、預算編制和工程實踐方面扮演了相對積極的角色。至於美援結束後的1960年代，為了使高雄港務局能夠達到財政自主，以完成為期原定為12年的擴建計畫，1960年代初所成立的臺灣省南部工業區開發籌劃小組，更加期盼從他國經驗學習如何移轉其發展典範，而並非僅僅侷限於美國的經驗。最後，在第二港口開闢的工程中，我們觀察到來自日本和荷蘭的顧問與臺灣官員和研究人員之間不同以往的互動模式，這階段的港務局與臺灣水利實驗室之間的合作更為密切，也顯示臺灣海岸工程研究網絡的成長，換句話說，從戰後高雄港區的擴張，亦可見到臺灣「港灣專家」網絡的逐漸成形。

Shifting the perspective from the bureaucrats to engineers, this article revisits the changes made to its major harbor constructions and the varied blueprints in the context of transnational knowledge exchanges to offer a different view on the history of Kaohsiung Port's post-war development. In the planning stage, American consultants played a relatively active role in steering the surveying, project designs, budgeting, and engineering practices. Seeking to make the KHB financial independence to accomplish the ten-year extension program, the following establishment of the South Taiwan Industrial District Development Committee in the 1960s became more eager to learn about the developmental approaches in other countries, and not limited to the US experience. Finally, in the opening of the Second Entrance engineering task, we saw a distinctive mode of interaction among the consultants from Japan and the Netherlands and the Taiwanese officials and researchers, suggesting a closer collaboration between the KHB and Taiwan's hydraulics laboratory and a growing research network in harbor engineering in general.
