船舶定線係以法律規定或推薦形式指定船舶在海上某一區域航行時,應遵守或採用之航路或通航分道,目前各沿海國針對其領海周邊海域及港口附近交通流匯集區域,分別規劃分道航行制規定,再配合船舶交通服務(Vessel Traffic Service;VTS)以有效管理船舶動態,確保航行安全;台灣離岸風電計畫為政府之重大能源政策,目前在中部以北部沿海已陸續完成風場規劃及風機的建置,未來勢必壓縮到台灣海峽南來北往船舶航行空間,交通部航港局已於今年4月26日公布彰化風場分道航行制相關規定,並於10月26日起開始實施,有鑒於此,在一個新制度即將實施的情況下,更要重視有關航行安全之問題。 |

Vessel alignment is to specify the shipping routes or traffic lanes to be followed or adopted when navigating in a certain area of the sea in the form of legal regulations or recommendations. At present, each coastal state plans separately for the areas surrounding the territorial sea and the traffic flow areas near the ports. The lane-separation system stipulates that, in conjunction with Vessel Traffic Service (VTS) to effectively manage ship dynamics and ensure navigation safety; Taiwan's offshore wind power plan is a major energy policy of the government, which has been completed in the central and northern coastal areas. Wind farm planning and the construction of wind turbines will inevitably be compressed into the space for ships to sail north and south across the Taiwan Strait in the future. The Port and Port Administration of the Ministry of Communications announced the relevant regulations on the lane separation system for Changhua Wind Farm on April 26 this year, and in October It will be implemented on the 26th. In view of this, when a new system is about to be implemented, more attention should be paid to issues related to navigation safety. |
