Against the background of the deepening global trend of ageing, China will become one of the most severely ageing countries in the world in 2020, and the contradiction between the multi‐level and diversified needs of elderly groups for old age and the level of public service provision in urban construction is becoming increasingly prominent. Therefore, it is important to explore the issue of equalisation of basic public services to take into account the ageing of the population in order to improve the quality of life of the elderly and promote social equity. Based on the characteristics and needs of elderly people travelling on foot, this paper constructs a comprehensive evaluation system for the equalisation of urban public services based on the perspective of 15‐minute living circle, and uses the TOPSIS model with entropy weighting to quantitatively assess the suitability of facilities and the differences in spatial layout within the study unit.
