The fragmentation of climate governance and lack of leadership motivation make it possible for international organizations to intervene in global climate governance. The leadership of international organizations in global climate governance has injected new impetus and provided international norms for international climate governance. However, the scattered and weak coercive actions of international organizations make global climate governance less motivated, and their own political goals and values limit the operation of international organizations. |
