Technological development has integrated cable TV networks, computer networks, telecommunication networks and brings interactive protocol television (IPTV) TV playback services, which also poses new challenges to copyright protection. The introduction of the new Copyright Law has clarified the boundary between broadcasting rights and information network transmission rights, but in practice there is still controversy over the nature and type of IPTV time‐limited playback services and the copyright issues involved. From the classification of IPTV time‐limited playback service, it is not a simulcast of broadcast works, and therefore itdoes not belong to the ＂retransmission＂ of broadcasting rights. After operator's recording, the users can play the TV programsback at any assigned place and any time, whichshows the characteristics of interactive transmission, and it should be the regulation of information network transmission right. The characterization of this right should be strictly in accordance with the law, and should not be interpreted mechanically based on the audience and assigned time and place, let alone on public policy considerations.
