This paper constructs a national central city function evaluation index system based on the four functional characteristics that national central cities must have, using five indicators: comprehensive economic capacity, scientific and educational innovation capacity, openness to the outside world, regional radiation capacity and network hub capacity, and uses the entropy value method to empirically measure and compare the functions of three national central cities, Zhengzhou, Xi'an and Wuhan, to sort out the advantages and disadvantages of Zhengzhou in building a national central city and the development gap with Xi'an and Wuhan, and to provide policy suggestions for Zhengzhou to further focus on the core functions of national central cities, narrow the development gap and improve the city's functions and competitiveness.
