With the continuous outbreak of the epidemic, the pressure of prevention and control is also increasing, and the emergency management system of each province in China is particularly important. In order to improve the emergency response efficiency of each province, improve the allocation of medical resources, and quickly control the outbreak, realize precise prevention and control of the epidemic. This paper Taking Shanghai and Jilin Province as examples, take the number of health institutions, the number of hospital beds per 10,000 population, the number of doctors per 10,000 population, GDP, per capita GDP, health and health expenditure as input indicators, and the emergency response efficiency in the pandemic stage as Output indicators, the emergency response efficiency is calculated from the initial addition, the highest addition and the duration, construct the DEA‐CCR model, the DEA‐BCC model, and the super‐efficiency DEA model. Finally, it is concluded that both Shanghai and Jilin Province are effective in DEA, but the evaluation result of Shanghai is better than that of Jilin Province. Finally, the redundant situation of resource allocation in Shanghai and Jilin Province is analyzed, and relevant suggestions are put forward.
