聯合國永續發展目標（SDGs）在醫院之實踐：以推動健康醫院2.0認證（試評）為例

目的：2015年聯合國大會（General Assembly）決議並宣布「2030永續發展目標；SDGs」17個核心目標，其中部分核心目標與國民健康署推動之「健康醫院2.0認證（試評）」具關連性。本研究的目的為探討聯合國SDGs永續發展目標如何經由健康醫院2.0認證（試評）的推動，在醫院進行實踐。方法：本研究以「行動研究法」串聯研究主題與目的。依據醫院每年例行的「健康醫院院級政策管理機制」，擬定行動方案以推動健康醫院2.0認證，並將認證的重要結果與SDGs的核心目標進行比對，做為SDGs在醫院實踐之實證。結果：本研究發現有6項SDGs核心目標與健康醫院認證成果相符合，此為醫院推動健康醫院2.0認證得以實踐聯合國SDGs之實證。這6項SDGs分別為：SDG2（營養）與營養照護及咀嚼吞嚥照護相符合、SDG3（健康福祉）與高齡友善、跨領域照護團隊及無菸醫院相符合、SDG4（教育）與環境教育相符合、SDG7（能源）與節能減碳相符合、SDG10（減少不平等）與各族群特色醫療相符合、SDG13（氣候行動）與推動氣候變遷調適計畫相符合。結論：健康醫院2.0認證（試評）的具體執行，即是聯合國永續發展目標SDGs在醫院之具體實踐。如今醫院在面臨疫情的挑戰下，更應秉持聯合國SDGs的永續發展精神，貫徹健康醫院以人為本的照護理念，不間斷且持續提供全民醫療照護，並保障民眾的健康福祉。

Purpose: In 2015, the General Assembly of the United Nations decided and announced 17 core goals of "2030 Sustainable Development Goals; SDGs", some of which are related to the "Healthy Hospital 2.0 Certification (Trial Evaluation)" promoted by the National Health Administration . The purpose of this study is to explore how the UN SDGs Sustainable Development Goals can be practiced in hospitals through the promotion of Healthy Hospital 2.0 certification (trial evaluation) Methods: This study uses the "Action Research Method" to link the research themes and objectives. According to the "Hospital Policy Management Mechanism of Healthy Hospitals", which is routinely implemented by the hospital every year, an action plan is drawn up to promote the certification of Healthy Hospitals 2.0, and the important results of the certification are compared with the core goals of the SDGs, as evidence for the practice of SDGs in the hospital. Results: This study found that six SDGs core objectives were consistent with the results of healthy hospital accreditation, which is evidence that hospitals can promote healthy hospital 2.0 accreditation to practice the United Nations SDGs. The six SDGs are: SDG2 (Nutrition) is aligned with nutritional care and chewing and swallowing care; SDG3 (Health and well-being) is aligned with age-friendly, interdisciplinary care teams and smoke-free hospitals; SDG4 (Education) is aligned with environmental education;SDG7(Energy) is aligned with Energy conservation and carbon reduction;SDG10(reducing inequalities)is aligned with ethnic-specific medical care;SDG13 (climate action) is aligned with promoting climate change adaptation plans. Conclusion: The specific implementation of Health Hospital 2.0 certification (trial evaluation) is the specific practice of the United Nations Sustainable Development Goals SDGs in hospitals. Faced with the challenges of the epidemic, hospitals should uphold the sustainable development spirit of the United Nations SDGs, implement the human-centered care concept of healthy hospitals, provide uninterrupted and continuous medical care for the entire population, and ensure the health and well-being of the people.
