Facing the current reality that large-scale ships carrying mixed immigrants try to reach coastal States by sea to seek asylum, in addition to providing security for these ships in accordance with the international law of the sea, carrying out maritime search and rescue and corresponding maritime interception and other law enforcement activities, coastal States should also properly dispose of such ships and their passengers based on the ＂principle of non-refoulement＂ contained in the 1951 Convention relating to the Status of Refugees, which, with the development of international practice and the advancement of time, has gradually become the rules of customary international law, to ensure the proper protection of refugees at sea in the process of cross-application of international maritime laws and international refugee law.
