原臺中市區於日據時代建設的都市區排河川,以東北、西南走向穿越舊市區,常久以來有綠覆率低、缺乏生態、水量少、水質不佳或河岸休憩空間不足及視覺可及性差等問題。本願景計畫以發揮河川防洪機能為本,強化都市水岸視覺景觀與遊憩功能,規劃上著重在擴大河道兩岸植生綠色基盤,建議減少兩側水防道路的車道數與寬度、或將停車空間設置在非臨河道側、及以點狀式向河道內增建平台方式,擴大綠色休憩空間,將人潮引至河岸空間,但減少進入行水區內,以保持通水斷面流量,並導入低衝擊開發策略,以緩解極端氣候可能帶來的衝擊,再加強灘地與堤外護坡綠化,優化河道視覺景觀與生態。於此藍帶空間置入自行車道、行人散步道與休憩空間,可提供居住在河岸800公尺範圍內的居民以此為帶狀鄰里公園空間使用,增加服務之人口數,建議鼓勵居民參與設計與後續維管,以彰顯地區人文意象且更為永續。本河川願景計畫符合後疫情時代市民對都市健康、療癒綠色開放空間的需求,河岸之綠色風廊與帶狀綠地規劃,有利於人們在從事休憩活動時,保持適當身體距離,並呼應臺中市為低碳、韌性,宜居都市之發展方向,重新打造水岸綠基盤,進而「重拾」都市河川生命力、「重建」人與河川關係、「重塑」河廊生態景觀環境。

There four creeks flowing through the old Taichung city in a northeast and southwest direction, which were constructed during the Japanese occupation period served as urban drainage. The landscape along these creeks have been criticized for low green coverage, lack of ecology, low water quantity and poor water quality, insufficient riverside recreational space and poor visual accessibility. In the Taichung City Vision Plan, strategies to expand the green spaces on both sides of the river while keeping the flood control capacity are generated. The planned actions include reducing numbers or width of the lanes of the levee road, shifting riverside parking spaces to the opposite side, and setting up platforms along the river bank on selected spots. People will be attracted to the riverside but not allow to get into the waterway, no facility would be installed to keep the cross section flow volume of the drainages steady. Low-impact development strategies are also pursued on green spaces of river side to mitigate the impacts of severe climate change. Furthermore, bike ways, pedestrian walk and recreational spaces along river sides can serve as a long strip multi-functional neighborhood park for residents living within 800 meters of water front. This approach could consequently increase the number of residents served. We also recommend engaging public participation from the planning stage to subsequent maintenance as to strength the images and identity of the local regions. The approach of this Vision Plan meets the demands on healthy, healing, green urban open spaces for public in post COVID-19 era. The waterfront planning integrating with green wind channel and green stripe spaces design allow users keeping suitable physical distances easily while conducting recreational activities. This Vision Plan also responds to develop Taichung City as a low-carbon, resilient, livable city by rehabilitation of waterfront green infrastructure to "regain" the vitality of urban rivers, "rebuild" the relationship between people and rivers, and "reshape" the river corridor ecological landscape environment.
