新竹市環境治理之實證研究－永續發展17項目標認知的調查分析

為了強化民眾對氣候變遷的風險意識與行動策略之重要性，讓民眾不可忽視氣候變遷對國家社會及其環境的衝擊，端賴政府的政策規劃和制定、加強科技應用並結合民眾投入等多面向配合，才能有效降低氣候變遷之風險。因此，有必要針對現有全心投入環境治理的公務人員，針對其在永續發展目標的認知，方能有效幫助民眾提升減緩氣候變遷造成災害的能力。據此，本研究針對聯合國所推動的永續發展17項目標來進行實證分析，並以新竹市環境保護局的員工（N=124）來做為調查對象，來分析新竹市政府在推動永續發展目標在認知上的分布情形，爬梳永續發展治理的各種議題；研究結果發展：新竹市環保局員工在永續發展17目標認知上之間大多呈現正相關，只有SD5（實現性別平等，並賦予婦女與女童權力）與SD1、SD2、SD3、SD4呈現負相關，但與SD3（確保健康並促進各年齡層的福祉）未達顯著水準。依據不同背景變項的環保局員工在永續發展17目標之差異分析來看，在本研究中「性別」、「年齡」、「婚姻狀況」、「薪資水準」並不會因為不同而存有顯著差異。但在「教育程度」、「目前有無進修學位」存有差異性。根據研究成果，吾人認為政府應用整合性的創新思考來思索解決當代永續發展的困境，新竹市政府也應明晰在推動永續發展目標之優先順序和應有的政策作為。
