本文研析美、英、日本在推動建築節能法規、建築耗能計算方法之資料,同時比較此三個國家在建築耗能計算方法之差異性。根據本研究之分析結果認為建築性能評估方法不僅可提供科學化證據於建築部門減排的潛在貢獻上,也可用來評估正確的政策和獎勵補助措施以達成國家的節能減碳目標。而實現未來建築部門在節能減碳目標所需首要步驟就是建立嚴謹的建築性能評估和認證程序,其對應的方案包含:(1)基準參考建築性能資料庫、(2)制定簡易建築節能效益評估方法、(3)滾動式修訂建築節能規範、(4)營運階段建築節能效益之評估。 |
英文摘要 |
This research studied the promotion of building energy efficiency regulations and building energy consumption calculation methods in the United States, the United Kingdom, and Japan, and then compared the differences in the calculation methods of building energy consumption in these countries. According to the analysis results, it is believed that the building performance evaluation method can not only provide scientific evidence for the potential contribution of the building sector to CO_2 emission reduction, but also can be used to evaluate the correct policies and incentives and subsidies to achieve the national energy-saving and carbon-reduction goals. The first step required to achieve the energy-saving and carbon-reduction goals of the building sector in the future is to establish a rigorous building performance evaluation and certification program. The corresponding plans include: (1) a benchmark reference building performance database, (2) the development of a simple building energy efficiency evaluation method, (3) rolling revision of building energy efficiency codes, (4) evaluation of building energy efficiency in the operation phase. |
