2020年代，國際政治變化詭異而複雜，超乎一般線性思維，已進入複雜性（complex）變化。如新冠疫情大流行，俄烏大作戰、北大西洋公約國與俄羅斯對抗；逐漸醞釀出「去全球化」（de-globalization）思潮、全球政經脫鉤（de-coupling）趨勢，對公共治理產生顯著影響。這種趨勢符合複雜性理論觀點。本論文經文獻回顧，採用文獻研究法；利用網路蒐集有關文獻，將公共治理現象，利用複雜性理論之概念：系統性、湧現（emergence）、自我組織（self organization）、系統動力（system dynamics）、臨界性、耗散結構、自我參照、共同演化、適應度等等剝析之，提出研究結論，證實複雜性理論具實用性，能夠詮釋並解決複雜性棘手之公共治理問題。

In the 2020s, international political changes are weird and complex, beyond the general linear thinking, and have entered a complex change. For example, the pandemic of the new crown epidemic, the war between Russia and Ukraine, and the confrontation between NATO countries and Russia; the trend of "de-globalization" and the trend of global political and economic decoupling (de-coupling) are gradually brewing, which have a significant impact on public governance. This trend is consistent with a complexity theory perspective. After reviewing the literature, this thesis adopts the literature research method; collects relevant literature by using the Internet, and uses the concepts of complexity theory to analyze public governance phenomena: systemness, emergence, self organization, and system dynamics ( criticality, dissipative structure, self-reference, co-evolution, fitness, etc.) and put forward research conclusions to prove that complexity theory is practical and can explain and solve complex public governance problems.
