2015年，聯合國宣布了永續發展目標（Sustainable Development Goals，SDGs），其中第十二項目標是「促進綠色經濟，確保永續消費及生產模式」，在食品製造業中，工廠會將食品加工汙泥經由清除機構運輸至再利用機構，使無價值的汙泥轉換成有機堆肥，然而食品加工的廢棄物生產量超過再利用產品生產量近兩倍，循環經濟是否落實，不經讓人產生懷疑。本研究以2019年底爆發的「卜蜂汙泥棄置案」進行分析，分別使用「危機管理動態模式」探討卜蜂於危機前、中、後各階段的做法，當危機爆發前，危機管理團隊的日常，主要是規劃應對策略與預防危機；當危機發生時，依照組織先前的計畫進行處理，同時主管除了須對管理活動進行監督外，也要關心成員狀態、調節外在相關事項；當危機結束後，仍須進行事後評估工作，直到事件妥善處理。以及使用「利害關係人的對應策略分析矩陣」，針對顧客，建議卜蜂公司採取善因行銷；針對再利用機構，建議卜蜂公司進行汙泥預處理；針對政府，建議卜蜂公司確實守法；針對環保團體，建議卜蜂公司重建民眾信任。

In the food manufacturing industry, factories transport food processing sludge through a waste disposal companies where the worthless sludge is converted into organic compost. In this study, we analyze the "CP Taiwan sludge disposal case" that broke out at the end of 2019, and use the "Organizational crisis management systems" to explore CP Taiwan practices in the pre-crisis, mid-crisis, and post-crisis stages. Before a crisis occurs, the daily routine of the crisis management team is mainly to plan response strategies and crisis prevention; when a crisis occurs, it is handled in accordance with the organization's previous plan, and the supervisor must not only supervise the management activities, but also care about the status of the members and adjust the external related matters; after the crisis is over, post-evaluation work must still be done until the incident is properly handled. In addition, using the "Diagnostic Typology of Organizational Stakeholders", we suggest that CP Taiwan adopt Cause-Related Marketing for customers, pretreatment of sludge for reuse organizations, compliance with the law for the government, and rebuilding public trust for environmental groups.
