本文探討協力在政策執行的重要性、協力理性的內涵、執行機構部門間協力的「依賴類型」與「協調類型」；強調政策執行是公共服務，不是貫徹政令；執行機構部門間的關係是連鎖鏈之鏈接關係，民主開放；協力過程在拓展新資訊、新共識、新機運，是開展的過程。

This article explores the importance of collaboration in policy implementation, the rational connotation of collaboration, and the "dependence type" and "coordination type" of collaboration among departments; emphasizing that policy implementation is a public service, not the implementation of decrees; the relationship between executive agencies and departments is a chain. The link relationship of the chain is democratic and open; the collaborative process is an unfolding process in expanding new information, new consensus, and new opportunities.
