城市發展需要有系統的理論，對於城市發展加以描述、解釋、辯解、預測與指引，才有助於認識城市發展的趨勢與狀況。在複雜社會裡，城市發展的理論已進展到「複雜性理論」。城市本身就是一個複雜系統。本論文探討城市發展的複雜性理論，探討其中的重要概念。1.城市發展具有系統性，內部各成份彼此相關連，不可分割，相互依存，也不可逆轉，並且不能充分預測其發展狀況。2.城市發展是呈現的。城市內部各成份為求生存發展，彼此互動，並且與外界環境互動，逐漸形成城市的風貌。3.城市發展是基於內部自我組織。城市內部各成份依其生存發展，相互作用，而產生自覺、自主、自動的組織；而其中有所謂的奇引子，牽引城市的發展。4.系統動態性。城市發展是系統動態性，是動態的。城市內部的各成份相互作用並與外部環境相互作用，形成動態的發展。本論文檢視城市發展的複雜性理論，是否具有描述、解釋、預測、辯解與指引的功用，以利於充分認識城市發展的趨勢與狀況。
