地方政府電子治理執行架構與推動策略：以臺北市政府為例的初步觀察

自從資訊通訊科技在1990年代開始快速進入公共部門之後，電子治理（e-governance）的概念就受到學界與實務界的重視，最主要的原因當然是來自於政府治理對於效率與效能需求的提升，讓資訊通訊科技的優勢提供了政府改革工作一個相當好的願景，使得各級政府莫不積極投入資源在資訊化工作上。不過卻很少文獻思考不同層級（中央、地方）政府業務電子化應有的差異。本研究主要目的，就是希望打破電子治理架構一體適用不同政府層級的思維，以地方治理為核心，亦即透過由下至上、以地方為核心的研究途徑建構一個適合地方特質與需求的地方電子治理架構，再擬定具體的推動策略及方案。在方法上，本研究透過文獻探討、問卷調查、深度訪談等方式，以臺北市為例歸納目前所應用的資訊系統的應用功能與業務，分別在這個雛型架構當中的那些部分，藉此找出未來資訊系統的發展方向。問卷發放對象為臺北市各一級機關（不含區公所）之每個內部單位（如科、組、室，同時包含業務與幕僚單位）之主管人員，問卷總共發出358份問卷，總共回收258份有效問卷，有效問卷回收率約72.1%。本研究結果顯示，地方政府的電子治理發展內容，基本上必須以一個二維（功能與業務）架構為基礎，如此才能夠完整地涵蓋地方電子治理的內容。而目前臺北市的資訊系統應用內容，若以此框架來看，大多集中在組織管理事項，以及執行的部分，缺少規劃與考核功能的運用，而這些都是未來資訊化發展時可以投入的面向。
