以往的軟體再用效益大多強調帶來的局部性財務或專案內效益,然而軟體再用對跨專案、跨組織乃至於整個產業所帶來的效益卻不容忽視。為了使推動和管理軟體再用相關政策的效益評估不侷限於財務或個別專案,本文提出一個包含組織績效、使用者需求和產業等不同層面的軟體再用效益評估模式。本研究首先探討軟體再用效益、軟體專案績效及技術創新採用與擴散理論等的相關文獻,再對6位軟體再用領域的專家學者進行焦點團體討論,形成包含技術面、應用面、管理面、組織面與產業面等7大構面42個準則的評估架構。然後再對15位專家學者深度訪談與階層程序分析法(Analytic Hierarchy Process,AHP)問卷調查,以建立軟體再用效益評估模式。本研究結果顯示(1)軟體再用效益評估七個構面中前三個主要著重系統屬性(0.241)、組織績效屬性(0.16)和應用屬性(0.151)(2)軟體再用效益評估中,前十大評估關鍵效益為:系統較能滿足使用者資訊需求、系統出錯的頻率降低、元件品質提昇、軟體業者利潤的增加、易於建構產業共通元件的標準、系統正常運作的時間增加、可重複利用之元件庫規模的增大、系統跨平台成本的降低、可延續舊有系統的使用、軟體業者營業額的增加。

英文摘要

Software reuse techniques are becoming a mainstream for software industryin the new era.Most of the leading software countries as well as domestic researchinstitutes have made efforts to develop and promote software reuse technique inrecent years.However,financial or project dimensions are emphasized in most of thecurrent literature of software reuse effects.Thus,there is a necessary as a trend toestablish an overall evaluative model for software reuse policymaking andmanagement.The model will benefit to assess the software reuse effects as well asaccelerate the promotion of software reuse application for software industry.The objective of this study is to establish an evaluative model as a metricstandard for software reuse effects.The study begins with a review of softwarereuse performance theories and technology innovation adoption and diffusiontheories.Next,an evaluative framework with 7 dimensions and 42 criteria isgenerated from a six-expert focus group discussion.Furthermore,the evaluativemodel is established by using analytic hierarchy process(AHP)and in-depthinterviews with 15 experts.Finally,the findings indicate that(1)the system(0.241),organizationalperformance(0.16)and application dimensions(0.151)are main proportions whichare highly emphasized in the evaluative model;(2)The top of 10 key criteria of theevaluative model are high users' satisfaction;low frequency of system errors;highcomponent quality;increasing profit of software house;easy construction ofcomponent standard for software industry;increasing system operation time;increasing component base;low system porting cost;easily continuos use oflegacy system;increasing sale amount of software house.
