「健康促進醫院」是1990年由世界衛生組織起始於歐洲的健康促進運動,主要是希望整合健康促進來增進員工、病人及病人家屬和社區居民之健康。本研究最主要的目的為分析歐洲地區推行「健康促進醫院」之成功案例,藉以瞭解健康促進醫院之規劃與推展過程。研究對象選自1993-1997年間參與世界衛生組織歐洲區所主導健康促進醫院先驅性研究計畫(European Pilot Hospital Project of Heath Promoting Hospitals;EPHP)共計20所醫院,立意取樣選出7家醫院來作為對象進行個案比較分析,結果顯示每家醫療服務機構推動健康促進醫院之計畫深受所屬國家之相關醫療保健政策所影響,而不同醫院內部組織特性也影響未來推展之進行,但其共通性皆為成立計畫推動委員會,進行完善之健康需求評估,來擬定相關之健康促進議題,並依據每家醫院之特性而非制訂相同議題來推行,歐洲地區之推行經驗可作為國內未來推行健康促進醫院之借鏡。(台灣家醫誌2004; 14: 94-103) |

Health promoting hospitals (HPH), a movement supported by the World Health Organization, was initiated in Europe in the late 1990’s. A HPH incorporates the concept, value and standard of health promotion in order to improve health for staff, patients, relatives and communities. The purpose of this study was to analyze successful case studies of HPH projects in Europe. Twenty hospitals participated in the WHO-Regional Office for European Pilot Hospital Project of Heath Promoting Hospitals since 1993. We used a purposive sampling method by choosing 7 hospitals among those 20 hospitals to analyze their HPH plans. The results showed that each hospital’s HPH project was influenced by organizational factors and health policies of their countries. Although there were different conditions in each health care setting, the established project coordinating center and conduct needs assessment were common characteristics among them. The successful experience of HPH projects in Europe can be the model of HPH planning in Taiwan. (Taiwan JFam Med 2004; 14: 94-103) |
