本研究定義網路偏差行為或犯罪為:在電腦網路上違反法律或道德規範的行為。這些行為主要有三類:一、入侵別人的網路財產;二、透過網路從他人處得到違反法律或道德規範的利益;三、透過網路造成別人的損害。 本研究資料得自2005年台中縣市的496位依縣市接近等比例、鄉鎮市區及學校不重複原則的15個接近等比例、叢集隨機班級樣本。結果顯示有59%-78%的學生認為十項網路偏差行為中的三項並不是嚴重的罪行。這樣的比率較1999年台中市和2000年美國路易士安納州的研究高出相當多。而國三生認為最好的減少網路偏差行為的方法是:使用者自我約束。本研究希望能提高大家對網路犯罪的警覺,以及提供可能的解決方法:政府以法律約束使用網路的人;由同學朋友規勸;經由家長、老師規勸;以電腦技術約束;學校以校規約束。

英文摘要

This study defines Internet deviance/crime as Internet behavior violates the law or social norms. These deviances include invading others' properties on the Internet, obtaining illegal profits through the Internet, and hurting others through the Internet. The survey data were collected from a random sample of 496 ninth grade students in 15 probability proportionate multistage cluster classes in Taichung City and County, Taiwan in 2005. The results show that about 59%-78% of the students recognize three out of ten types of Internet deviance as not serious deviance, which is substantially different from results obtained in 1999 and 2000 Louisiana surveys. Students report that the best way to reduce Internet deviance is Internet users to control themselves. It is hoped that, this study can increase the students' awareness of the Internet deviance problem and several other useful ways to deal with the Internet problem. Other possible solutions include law enforcement officers asking the Internet users not to commit Internet deviance, friends or classmates encouraging the Internet users not to commit Internet deviance, parents or teachers asking the Internet users not to commit Internet deviance, using computer technology to discourage Internet deviance, and school administrators asking the Internet users not to commit Internet deviance.
