二十一世紀是一個大變革的年代,教育自然也不能免俗。由於二十世紀末經濟低迷,政府缺乏經費預算對國民中小學教育進行大量投資,於是,為達成改善國民中小學質量並重目的,在「窮則變,變則通」的情形下,提出《國民中小學組織再造與人力資源調整》方案,企圖在不必挹注政府大筆經費資源的前提下,完成學校組織架構整併、人力資源整合目的,以提昇學校組織運作功能,促進學生學習品質的精緻化。 但是實際上,在學校組織再造歷程,不僅增加了教師工作負擔,引起教師的消極抵制;對校長而言,面臨的不只是巧婦難為無米之炊之事實,更重要的是校長的領導行為,也受到了莫大的衝擊與影響,在這一波學校組織再造之教育改革背後,隱喻著校長必須調適自己的領導行為以為因應,改變不合時宜之領導行為,以避免背負保守、傳統的包袱,落入阻礙教育改革的圈套。 最後,研究者除了提出推動學校組織再造的可行策略外,並且嘗試建構因應學校組織再造的校長領導行為,期望對當前的國民教育改革能有所貢獻及啓示。 |
英文摘要 |
The 21(superscript st) century is an age of revolution, and so should be the education system. Since the economic recession at the end of 20(superscript th) century, Taiwan government can't invest a lot on common education for the lack of funding budget. Hence, in achieving the purpose ”equality of quality between quantity”, the government propose a program to reengineering the organization and to adjust human resource under the circumstance which needs to make appropriate adaptations. And we also attempt to reengineer the school organization and human resource without governments' huge investment, which promotes school organization functioning and delicates students' learning. But the process of reengineering the school organization actually not only increases teachers' burden which makes teachers counteract negatively but also lets principals face the shortage of funds, and the principal leadership behavior being enormously smashed is even more important. Behind this education revolution for reengineering the school organization, principals have to adjust their leadership behavior by eliminating inappropriate leading ways for avoiding falling into the trap of being too conservative which interrupt education revolution. At last, besides proposing suitable strategies to push reengineering the school organization, researchers also try to construct an appropriate leadership behavior for principals to follow and hope that recent common education revolution would offer some contributions or inspirations. |
