This paper mainly discusses that when promoting local culture, we must take into account the cultural implications of their original habitat in order to maintain the continuation of its authenticity. While general cultural events carry out the tourist-type performances and cultural and creative goods sales in the name of promotion, they take the risk by losing the original cultural significance. Is Amis Harvest Festival suitable to be staged everywhere? How do we help develop puppet theaters, Taiwanese opera and maintain their cultural implications? Which culture can be performed off-site, or use media technology? To clarify those fuzzy concepts such as heritage preservation and tourism promotion, this paper with relevant chapters describes the relationship between locations of cultural events and original habitat in cultural ecology and clarifies the relationship between heritage definition and the use of vehicles such as media technology. Various ideas for cultural preservation will be discussed separately. In this paper, a classification matrix is built based on locations and vehicles in order to determine whether cultural events have maintained the broad principles of their original meanings; finally, in addition to a conclusion, this paper also discusses the system implemented on cultural policies and proposes the concept of an innovation system for art, reminding those required actions in the system when implementing cultural policies.
