本研究從政策執行觀點切入，透過深入訪談與文獻分析，探討新竹市市民卡執行之問題與隱憂。本研究之目的在於：(1)瞭解新竹市政府推行「市民卡」政策的目標與現況；(2)探討新竹市「市民卡」政策付諸執行後，現階段的問題與隱憂；(3)根據研究發現提出具體的政策建議，以利有關單位及其他縣市參考。經由深度訪談的歸納與分析，本研究發現：(1)在政策內容部分，受訪者認同與瞭解新竹市「市民卡」政策內涵的有46％。(2)在執行過程中，面臨了一些問題如獎勵誘因不足、資訊宣傳不夠、市府局處配合度不一、標的團體認同與支持度不高等問題。(3)在執行結果方面，不論從官方目標或利害關係人角度加以檢視，發現市民卡仍有其極大的改善空間。

The study adopts in-depth interviews and literature reviews to analyze the problems and potential dilemmas of implementation of Hsinchu Citycard. The study aimed to (1) understand the anticipated goals of Hsinchu City Government for pushing Hsinchu Citycard; (2) analyze the current problems and potential dilemmas of carrying out the policy of Hsinchu Citycard; and (3) present suggestions as a reference for related organizations and other local governments. Through generalizing and analyzing of in-depth interviews, the major observations in the paper include: (1) In terms of policy content, 46％ interviewees approved and realized the policy intention of Hsinchu Citycard. (2) In the process of implementation, the policy of Hsinchu Citycard is confronted with problems such as lacking incentives for cardholders, insufficient propaganda's strength and access, short of executive staffs' cooperation, low target groups' recognition and support. (3) From the viewpoints of official goals and stakeholders, the policy outcomes of Hsinchu Citycard still left room for improvement.
