機關間合作之研究：以北部二縣市調查站與警察局為例

本研究以北部二縣市調查站與警察局為例，探討機關間合作，以文獻分析與深度訪談來瞭解警調機關間的合作機制，並針對影響兩機關間合作的因素進行分析等，研究發現兩機關之合作係以非正式的協調居多，雖然近年兩機關協調合作的事務有增加之趨勢，但僅限於查察賄選、毒品查緝、人口販運、組織犯罪等部分類型之案件，然而在兩機關以有無績效做為是否合作之現實考量下，往往會影響機關合作之意願，因此建議政府單位能修正兩機關績效核列方式、建立協調聯繫窗口、建置資訊查詢共通平台、成立區域聯合案件偵辦機制、加強召開檢警調聯繫會議，以期待能真正結合警調之力量，做好全面維護治安之工作。

The study explores interagency cooperations among Investigation Bureau Units and Police Departments by literature reviews and in-depth interviews. The research shows that interagency cooperations mostly through unofficial coordinations and confines in certain types of cases, such as investigation of bribery, drugs, human trafficking, organized crimes, etc. Furthermore, given the fact that there is an wavelength among these agencies, the performance-based evaluation often affect agencies’ will of cooperation, which indirectly results in an awkward situation that these institutions are unable to integrate resources effectively and crackdown on crimes. Thus, the research suggests that government should adjust the mechanism of performance-based evaluation, set up channels for cooperation, establish platform for information inquiry, build up a region-united crime investigation system and convene conference of negotiation, so as to achieve the goal of integrating resources and carry out the task of public security maintenance in every aspect.
