Compared with other modes of transportation, railway transportation has the advantages of safety, punctuality, and large transportation volume. It is one of the important means of transportation for people to travel. The Taiwan Railway Administration(TRA) is the main authority for the construction and operation of general railways in Taiwan, and its lines have been an important means of transportation for the people of Taiwan since they were built. However, there have been frequent incidents of controversy in TRA recently. Including the most important safety has also been questioned because of many major accidents in recent years. There were constant voices advocating the reform of TRA. In addition, the poor financial situation is also one of the reasons for urging TRA to carry out reforms. For this reason, "Privatization of TRA" is one of the means of reform. It is expected that after privatization, problems such as financial problems and improvement of traffic safety management will be solved. Therefore, what is the direction of the future reform of TRA, and whether privatization is suitable for TRA are the core issues of this article. This paper will conduct an in-depth discussion on the privatization of TRA from the perspective of "organizational effectiveness", and use the three major aspects of "operational strategy", "financial strategy" and "organizational strategy" as the analysis framework of this article. This paper conducts research through literature review, government public information and news event interviews.
