根據80/20法則，絕大多數的政策或策略都將遭遇某種程度的失敗／失靈。面對永無止盡的威脅又威脅，任何政策或策略都應該料敵從寬，預見威脅、找出消除危險的棋步。台灣卜蜂企業股份有限公司（以下簡稱卜蜂）從民國106年起原預計在花蓮蓋六座種雞與蛋雞場、養殖35萬隻雞，是單一業者在花蓮最大規模的養雞場申請案。但在109年5月引起壽豐、鳳林、光復等三鄉鎮居民抗議與遊行，卜蜂宣布暫緩，縣府同年7月廢止卜蜂在花蓮設場的容許使用同意書，迄今呈現停滯狀態。在重視永續發展與環境保護的當代世界，管理與維持聲譽很困難，畢竟許多組織運作常會與環境議題發生拉扯。從策略管理與危機管理角度來看，公私組織提出對環境產生影響的爭議性專案或政策，應該進行哪些議題管理、利害關係人分析，進而搜尋公允第三方發聲化危機為轉機，強化組織韌性。本研究回顧卜蜂花蓮投資失利案，思索一些危機與時間壓力當下可能被忽略的問題，以提醒後繼的政策、策略或開發計畫，風險的可能性不會被耗盡，強化應變能力才能實現策略目標。

According to the 80/20 rule, the vast majority of policies or strategies will encounter some degree of failure or malfunction. Faced with endless threats, any policy or strategy should anticipate threats broadly, foresee dangers, and identify steps to eliminate risks. Starting in 2017, Charoen Pokphand Enterprise (Taiwan) Co., Ltd. (台灣卜蜂) planned to build breeder and layer chicken farms in Hualien. However, in May 2020, the project sparked protests and demonstrations from residents of Shoufeng, Fenglin, and Guangfu townships(壽豐、鳳林、光復), leading the company to announce a suspension of the project. In today's world, which places great emphasis on sustainable development and environmental protection, managing and maintaining reputation is challenging, as many organizational operations often conflict with environmental issues. From the perspectives of strategic management and crisis management, what issue management and stakeholder analysis should public and private organizations conduct when proposing controversial projects or policies that impact the environment? Furthermore, how can they seek fair third-party voices to turn crises into opportunities, thereby enhancing organizational resilience?
