不論是營利或是非營利的組織，都是以永續經營為最主要任務，但是在達成遠大目標的過程中遭遇到的最大困難便是風險，雖然並不是每一個組織皆會因為風險產生損失，但是每一個組織都有因風險而造成損失發生的可能性存在。因此，醫療院所為了面對嚴峻的社會現況轉變以及新增法令的改變，必須要想出一套能夠有效因應外在環境變化的制度，透過這樣的制度幫助醫療院所能夠在瞬息萬變的社會中穩健的前進。風險管理就是一套能夠降低、規避醫療院所損失發生以及在醫療院所風險損失產生之後善後的策略；它不僅能提升醫療院所的經營績效，直接或間接增加醫療院所的經營利潤，更可以有效的加強其競爭力。本研究的主要目的在於進行醫療產業風險管理機制之相關研究，根據研究之結果將可以了解醫療產業風險管理機制之全貌以及此風險管理機制在本研究所聚焦之耗衛材請採購流程當中的應用。

The hospitals in order to face severe social conditions change and new laws change, they must develop a set of effective response to external environmental change system. Risk management is a way can avoid the loss of medical institutions and medical institutions after the policy; it can not only enhance the hospital's operating performance, directly or indirectly increase the hospital's operating profit, but also effectively enhance their competitiveness.This study uses Gowin's Vee architecture as research strategy. In the theoretical side with the existing literature, theory and related laws and regulations, the use of sorting out a way to analyze the consumption of medical institutions Eisai procurement process risk control points, in line with the initial construction of the health care industry in the state to use the health care industry risk management mechanism. Focus group meetings are started for the formation of key elements of risk management to discuss the final form of risk control to the main entry. In the empirical side, through the system development and design of the method of analysis and design, and upon completion of this research information platform prototype, the search for a regional hospital over the appropriate level of the case study hospitals. The main purpose of this study for medical risk management system of industrial research, according to the results of research the medical industry will be able to understand the whole picture of risk management mechanisms and the risk management mechanism in the Eisai Research Institute.
