荷蘭是歐盟的創始國之一,長久以來,其教育制度以著名的「雙軌制」(binary system)見長,一軌是研究型導向的大學;另一軌是應用科學導向的專業高等教育機構。在維持其既有的「雙軌制」體系下,荷蘭的高等教育品質保證制度也發展出其獨特的特色,由於其品質保證制度之建立是歐洲國家的先驅,故常是各國學者引述的參考典範。本文主要是以文件分析法針對荷蘭現行的高等教育品質保證制度進行文獻探討,同時並以研究者於2008年2月10至19日赴荷蘭相關機構及學校訪談所蒐集之資料為輔,彙整分析荷蘭的高等教育品質保證制度。本文共分四小節,在第一小節前言中將先簡扼說明荷蘭的社會、政治與經濟背景,其次,第二小節將說明荷蘭的教育體系及高等教育制度之嶺展沿革與現況,第三小節將先說明荷蘭高等教育品質保證機制之建構沿革,第四小節則側重於荷蘭高等教育品質保證機制現行運作情況之分析,最後再歸納作出簡單的結語。 |
英文摘要 |
This paper, by adopting the methods of document analysis and interviews conducted between 10th and 19th February, 2008, mainly aims to explore the system of quality assurance in the Netherlands. In so doing, this paper is divided into five sections. Firstly, it starts with a brief introduction of the social, political and economic backgrounds of the society. Next, an analysis of higher education system in the Netherlands, including its development and reforms after joining the ”Bologna process”, as well as the current provisions, are given in the second section. Then the focus of the fourth section is shifted to the analysis of the establishment of quality assurance system in the Netherlands, the context of its current quality assurance schemes, and their operations. Finally, a brief conclusion is summarized in the last section. |
