「海洋」是人類依存的環境，是文化建構的基礎，是全球化經濟發展的利基。全民的海洋通識教育是島國發展必要之策略。教育部於民國97年開始推展「海洋通識課程計畫」是臺灣逐步推展全民海洋通識教育的重要里程碑。有鑑於基礎教育階段是全民海洋通識教育的根本，具海洋知識之基層教師將是推展全民海洋通識教育成功的關鍵，繼而，開始推展在師範教育大學體系開設具海洋知識導論性內涵之海洋通識結構性課程以培育「具海洋知識之未來基層教師」。本文僅就上述相關推展歷程暨部分成果簡要概述，提供讀者參考。

Oceans are intimately connected with human life. They have always been a source of sustenance, and barriers to and highways for travel and trade, and have contributed greatly to the construction of human cultures and economic development, particularly during the recent genesis of multinational corporatism and its dependence on inexpensive low-tech transportation in a continually globalizing world. For island nations like Taiwan, marine literacy education for all citizens is a necessity. Basic marine literacy education requires a pool of marine-literate teachers. In what is considered a milestone for gradually encouraging the idea of developing a strategy for integrating human life and its ubiquitous environmental enclosure, the Ministry of Education implemented marine literacy courses in normal universities of education in 2008. This study presents only the process and some partial results. A more in-depth investigation is needed within the coming decade.
