日本有兩種博士,即課程博士及論文博士。本論文的目的在於探討日本論文博士制度的優缺點,並探討中華民國臺灣地區今後高等教育之方向。日本所謂論文博士制度,其優點乃在於對未擁有博士學位的研發技術人員具有研發獎勵作用(R&D Incentives),即没有博士學位的研發技術人員可一邊在企業等單位從事研發,一邊攻讀博士學位,即論文博士制度等於爲未完成研究所博士班教育而有志於研發的人,提供另一個研究目標並給予適當的評價,而且有助於機關企業造就優秀的技術人員。惟論文博士制度有幾個缺點,例如論文博士與課程博士取得之公平性等亦深值吾人探討。雖然如此,日本論文博士制度可帶給臺灣地區今後的教育政策甚麼啓示?本論文總結指出如下之方向,即創辧並擴充理工科系研究所博士在職班(包含在職專班),如工學研究所博士在職班之設立。 |

Japan has had two kinds of doctor's degrees, namely a course doctor and a dissertation doctor. The purpose of this paper is to analyze the merits and problems accompanied with the dissertation doctor system in Japan. As for a merit of the dissertation doctor system, it would give stronger R&D incentives to researchers and engineers without doctor's degrees. Under the system, researchers and engineers with no doctor's degrees can take opportunities for acquiring doctor's degrees even if they keep working and do not enter doctor courses of graduate schools. Therefore, they would have stronger incentives to make R&D under the system than without the system, because they have chances to acquire doctor's degrees. However, the dissertation doctor system has several problems. One of them is that the unfairness lies between the course doctor system and the dissertation doctor system. Another problem is that professors and enterprises could have improper relations through giving and receiving dissertation doctors. What is the implication of dissertation doctor system in Japan to ROC on Taiwan aiming for a country with higher technologies? Indeed the dissertation doctor system has R&D incentives to researchers and engineers, however, taking the different educational history between Japan and ROC on Taiwan and the problems into consideration, it would not be proper for ROC on Taiwan to adopt the system itself. In our opinion the implication is to found and enlarge doctor courses for researchers and engineers with the purpose that they can study as part-time students. |
